Experience That Built a Foundation
Tom Kelley has dedicated his career to strengthening school safety across Texas through leadership, collaboration, and hands-on expertise.
• Public Service in Texas: Since 1979, with extensive experience across public education, law enforcement, emergency services, and local government.
• School Safety Focus: Following the passage of Texas Education Code 37.108, Tom focused on school safety, security audits, and emergency operations planning for public schools – expanding later to colleges and charter schools.
• Leadership: 16 years with Texas School Safety Center and later Director of Readiness for the Office of School Safety and Security at the Texas Education Agency.
